The Terminal Area Improvement Program (TAIP) is a major capital investment program to provide new and reconfigured passenger facilities at the Norman Y. Mineta San José International Airport. To deliver these improvements, the City of San José has made a policy decision that the majority of the new Terminal Area will be designed and constructed through a design-build process and has selected and contracted with Hensel Phelps Construction Co. along with its major design-build partners, Fentress Architects, DMJM Harris and Granite Construction, to perform these services.

A significant amount of the program's planning work for the facilities was done by the City of San Jose prior to award of the design-build contract, including overall capacity and processing requirements, facility and space programming, and conceptual designs for many of the elements.  However, final completion of the design and preparation of construction documents is in the hands of the Hensel Phelps team.

To manage a project the size of the Terminal Area Improvement Program as a single project would be very difficult, so the City of San Jose has also chosen to divide the global construction tasks into nine pieces, or elements.  A description of each of the elements can be found within the Elements portion of this site.  Schedule wise, the project has a duration from the initiation of design through final completion of 1250 days, however, certain elements have interim milestone turnover dates that occur throughout the life of the project.

Site Goal

The goal of this site is to provide a convenient place for those firms interested in pursuing subcontracting opportunities associated with the TAIP program to find information about the progress of the program, the work that is expected to be let through the competitive bid process and the results of the bid process.  Additionally, documentation vital to understanding the project and Hensel Phelps' as well as the City of San Jose's expectations of successful bidder is provided to help a perspective bidder to review prior to submission of a bid.

Hensel Phelps also intends to maximize, to the greatest extent possible, the use of local firms and small, disadvantaged and women owned business enterprises and to make sure these firms are made aware of all available subcontractor opportunities in one convenient location.
